PEA — Partnership Bureau
Our Approach

PEA

Power, Equity and Access — a practical and meaningful framework for making the invisible visible.

The Framework

Making The Invisible Visible

Our focus on PEA is to make the invisible visible. These concepts can be difficult to understand, acknowledge and recognise, as they are subjective. We believe that these intangible concepts are critical to the development and innovation sector, but they are not appropriately addressed or integrated into this work.

We created the PEA tool to offer organisations a way to practically engage and understand how they might impact or be impacted by PEA. It provides an assessment of an organisation’s PEA and action-orientated recommendations for teams to implement changes immediately.

Power
Pillar One

Power

Recognising and challenging unequal power dynamics in relationships. Understanding the (power) dynamics and relationships between actors across the global north and south.

How principled are you in your power?

Pillar Two

Equity

Understanding who is involved and how their needs are addressed for just engagement. Developing equitable practice for greater impact across partnerships and communities.

Are you just and fair?

Equity
Access
Pillar Three

Access

Being aware and removing barriers that prevent the acquisition of resources. Understanding the effect of cultural, linguistic, economic, religious, political, physical, social, technological and geographic factors.

Are you making opportunities available to all?

The PEA Tool

How We Assess PEA

To analyse PEA in a given context, we look at the people, programmes and processes in an organisation or context through our bespoke tool.

Power
Equity
Access
How much control do you have?
Do you feel you have the right support for your needs?
How easy is it to participate?
Is your voice heard?
How much time and space do you have to participate?
Do you have the right information to make an informed decision?
Do you feel safe to openly address challenges?
Are you able to share your stories or insights authentically?
What things make it easier for you to engage?

Variables are assessed and scored from 1–10 through each lens (Time, Space, Info, Ability), aggregated to provide a total PEA score with a RAG rating.
